The Children & Young People’s Trust – formerly Warrington Children & Young People’s Strategic Partnership
The national ‘Every Child Matters’ programme set out a new way of working in partnership for all those involved in the planning, delivery and evaluation of services for children and young people. The Children Act 2004 required all local authorities to form a Partnership in respect of children and young people and develop a Children's Trust arrangement by 1 April 2008.
The Children and Young People's Strategic Partnership brought together representatives of all services for children and young people to make joint decisions about how services were designed and delivered. It’s purpose was to ensure that the vision described in the Children and Young People's Plan for Warrington was achieved. From 1 April 2008 the Children & Young People's Strategic Partnership became the Children & Young People's Trust for Warrington
As a local authority, Warrington Borough Council is required to work together with partner organisations to improve the local community. This process involves looking at the needs of the local community, and bringing together or making better use of the resources available. The Children’s Services Directory falls within this remit.
The Children and Young People’s Trust for Warrington met for the first time on 8 May 2008. The purpose of the trust is to ensure the vision for Warrington which states that: '...every child and young person has the opportunity to reach their potential. That means providing opportunities for all, with coordinated, responsive and preventative services for those who might otherwise miss those opportunities'.
Currently the Children & Young People's Trust has members from the following organisations:-
Warrington Borough Council children’s services, Cheshire Police, Connexions, Warrington PCT, North Cheshire Hospitals (NHS) Trust, 5 Borough's Partnership, Halton & Warrington Youth Offending Team, voluntary, community & faith sector Children & Young Peoples' Forum and the Schools Forum.
The Children and Young People's Plan 2006-2009 was published in May 2006, it sets out the priorities and key objectives across all agencies to improve the outcomes for children and young people in line with ‘the vision’. The priorities in the Plan were informed by the views of children, young people, families, volunteers and staff working with children and young people across Warrington. The Children and Young People's Plan and the Local Area Agreement outcomes in respect of children and young people are monitored by the Children and Young People's Trust and its five Every Child Matters outcome groups. Additional interest groups are involved in this monitoring but the responsibility lies with the Children & Young People's Trust board.
